Long-Term Care Supports & Services: What we know...

Long-term care supports and services provide daily health care and living needs to qualified individuals (of all ages) who have a disability or long-term illness in the community or in an institutional setting.


The Texas Department of Aging and Disability Services (DADS) maintain several LTSS programs that include, among others, Texas Medicaid Waiver programs.

Texas Medicaid Waiver programs administered through the Texas DADS include

  • CBA – Community Based Alternatives
  • MDCP – Medically Dependent Children’s Program
  • CLASS – Community Living Assistance and Support Services
  • DBMD - Deaf Blind with Multiple Disabilities
  • HCS – Home and Community-based Services
  • TxHml – Texas Home Living Waiver

The STAR+PLUS program - a Medicaid Waiver program through the Texas Health and Human Services (HHSC) - provides services through a managed care system.

The Interest Lists

When you call to access services in Texas you will learn of an “interest list", known by families and individuals who have a disability as actually being a “waiting list". The list varies in length depending on the Waiver program. Some people have been on the list 11+ years. To view the interest list reduction summary click here.  

NOTE: Family income is considered when determining eligibility for the TxHmL program.  Eligibility is not determined until services are offered for any Medicaid Waiver program.
